We feel honoured to announce that the Executive Committee of the Uttar Pradesh Political Science Association has decided to give us privilege to organize the 19th Convention of the Association. Accordingly, the 19th Convention of the Association is being organized by the Department of Political Science, Agra College Agra on 4, 5, and 6 December 2015. The UP Political Science Association, founded in 1980, has been striving, through its academic activities to enrich the discipline of political science within the multi-disciplinary framework. We invite you to participate in the forthcoming 19th Convention and make your valuable contribution to this academic endeavour.
The main theme if the Convention is: "Rising India: Domestic and External Opportunities and Challenges." The theme is timely and relevant to the present context. The disintegration of Soviet Union and the end of cold war in early 1990s mark the paradigmatic shift in the world order shaped and structured since the World War II. This along with the renewed process of liberalization, privatization and globalization, (GLP) anchored around the ideology of neo- liberalism heralded the emergence of a new global political and economic architecture. India made drastic changes in her domestic as well as external policies to adjust with the changing global conditions. At home, India launched economic liberalization programme and at external front, she reformulated her foreign policies priorities and orientations in such a manner that both reinforced each other. In the last twenty years or so, India has registered consistently high economic and technological growth and has come to play a leading role in the global economic and political affairs. India is projected as the emerging power along with China in the ongoing debate on the 'Rise of Asia' thesis. Yet India is faced with many domestic and external challenges in order to sustain its rising status. This emerging phenomenon needs realistic and in depth analysis and understanding. This convention will throw light on the domestic as well as external opportunities and challenges confronted by the rising India.
In this backdrop, this Convention aims to achieve the following objectives:
1. To analyze and explain the nature as well as constituents of India's rising status in domestic and international context;
2. To highlight the domestic as well as global opportunities available for rising India in 21st Century;
3. To identify those potential factors and elements which are likely to enhance and reinforce India's rising global profile in the future;
4. To throw light on various domestic, regional and global challenges to India's emerging global profile; and
5. To critically assess India's ongoing policies and orientations and to make useful suggestions for their improvement.
1. The profile or the present status of 'Rising India':
2. External Opportunities and Challenges:
3. Domestic Opportunities and Challenges:
4. Implications of India's Rise:

Agra, a historical and heritage city, needs no introduction. The city is well connected with the national rail and road network. The Taj Mahal and Agra are synonymous to each other. It is a city of many other places of historical and architectural importance, like Fatehpur Sikri, Sikandara, Swoami Bagh Temple and so on. If the Taj is the beautiful face of Agra, the Agra College symbolizes its academic head. Founded by the legendary Sanskrit Scholar and philanthropist Sh Gangadhar Shastri in 1823, Agra College is the oldest and also the largest college of North India. The College has not only a glorious past, but also has been sustaining an academically pulsating environment in recent times, which augurs well for its promising future. It was awarded 'A' grade by NAAC in the second cycle of accreditation in 2014.
