The Constitution


UTTAR PRADESH POLITICAL SCIENCE ASSOCIATION

Name: The name of the Association shall be the Uttar Pradesh Political Science Association, hereinafter called 'The Association'


Headquarter: The registered office of the Association shall be at the place of the Secretary's residence.


Objectives: The Objectives of the Association shall be as follows:


i. to help in the advancement of such knowledge in the field of Political Science which may lead to the betterment of society and state;


ii. to help in the promotion empirical studies in different fields of Political Science;


iii. to undertake studies affecting socio-economic and political development of the life of the nation;


iv. to promote and improve teaching and research in Political Science;


v. to prepare, print and publish papers and periodicals in furtherance of the above objectives of the Association;


vi. to cooperate with such other Association as are having the above objects; and


vii. to organize seminars and conferences and other activities for the furtherance of the above objectives;


Membership:

1. Teachers scholar of Political Science and allied discipline in the Colleges, Institution of Universities of Uttar Pradesh are eligible for the membership of the Association; Research Fellows/Scholars are eligible for Associates Membership, without voting rights;


2. The annual Membership fee shall be Rs.30/- and 20/- for Associate Members;


3. Life members are enrolled on payment of Rs. 300/-. The subscription of Life Members shall be kept in a bank as fixed deposit and shall not be utilized. However, the interest accruing out of it may be used for the purpose of the Association with the consent of the Executive Committee.


Organization:

i. There shall be an executive Committee consisting of not more than 25 members (including the office bearers) on the basis of at least one member from each University in U.P.


All the office bearers and members of the executive Committee shall be elected by the General Body for a term of two Years. A member seeking election should be a member of the Association for two consecutive Years.


ii. The office bearers of the Association shall be as under:


    a) President


    b) Vice-Presidents (two)


    c) General Secretary and Treasurer


    d) Joint Secretaries (two)


    e) Zonal Secretaries (two)


    f) Editor and four members of the Editorial Board.


    g) Members Executive.


iii. The General Secretary and Treasurer maintain all records of the Association and Proceedings of the meetings of the Executive Committee and of the General Body.


iv. The Financial matters of the Association shall be maintained by General Secretary and Treasurer who shall be responsible for maintaining proper records and getting them audited annually. The accounts shall be operated by the Secretary and the President Jointly.


v. The accounts of the Association shall be audited by an auditor who shall be appointed by the President in consultation with the Executive committee.


vi. All disputes relating to assets/funds/property of the Association shall be referred to the General Body, whose decision shall be final and binding.


vii. The President shall preside over the meeting of the General Body & the Executive Committee. One of the Vice-Presidents shall act as President in the absence of the President.


viii. In the absence of the President, the Vice-President, who is first in order of the two, shall preside.


ix. The outgoing Secretary and Treasurer & the President shall be the ex- officio members of the Executive Committee. There shall be an elected Editorial Board of five persons including the Editor-in-chief and the Secretary of the Association


x. All decisions in the Executive Committee and the General Body shall be taken by a simple majority of the members present in the meeting.


xi. All the funds and property of the Association shall vest in the Executive Committee. The audited accounts shall be placed for adoption by the General Body, after being approved by the Executive Committee.


xii. The office bearers and members of the Executive committee shall be elected at the Annual Meeting by a simple Majority for a period of two years from amongst the Life/Ordinary members.


xiii. The Annual Meetings of the Association shall be held at any place in U.P. determined by the host University of College. The quorum for the Meeting shall be 40.


xiv. The meetings of the Executive Committee shall, normally, be held before the Annual General Meeting or as and when the need arises. The Meeting of the Executive Committee shall be convened by the Secretary. The quorum for the meeting shall be 8.


xv. A meeting of the Executive Committee can be requisitioned, if at least 1/3 of the members of the Committee demand for discussing some emergent matters.


xvi. A member of the Association can be expelled from its membership if in the opinion of the 2/3 members of the Executive Committee, he (violates the Constitution or) works against the interests and objectives of the Association. The action shall be taken by the Executive Committee and reported to the General Body.


xvii. An Amendment to this Constitution shall be made by the General Body by a majority of the members present and voting.

Amendments

Minutes of General Body Meeting of the Association

Date: 6 December 2015, Agra College Agra

The General body meeting of the members of the UPPSA was held on 06 December 2015 at 3.00 PM in the Auditorium Hall of Agra College Agra. The meeting discussed various proposals for the amendment of the Constitution of the Association in view of the changing circumstances. The following amendments were approved with voice vote:

1. The fee of the life membership is increased from Rs 300=00 to Rs 2000=00. Similarly, the annual membership fee is raised to Rs 500=00 and the Associate membership Fee is raised to Rs 1000=00. The research Scholars of Political Science and teachers of Political Science in Self- Financing institutions are entitled for Associate Membership. Others may join either Annual membership or the Life membership

2. The term of the Executive committee is increased from the present 2 years to three years.

3. Registration to the Convention is a mandatory requirement for taking part in the meeting of General Body of the Association.

4. If a member of the Executive Committee fails to discharge his/her responsibility or consecutively fails to attend three meetings of the Executive Committee, he/she may be removed from such membership by the committee by a resolution passed by the majority of the members present and voting.
